- Tax Compliance Enhancements
- Smart Invoice System: In a move to bolster tax compliance, the Zambia Revenue Authority (ZRA) introduced the Smart Invoice System, mandating its use for all VAT-registered businesses effective July 1, 2024. This electronic invoicing system replaces traditional Electronic Fiscal Devices (EFDs), aiming to enhance revenue integrity and optimize service delivery. A grace period for onboarding was extended until September 30, 2024, with penalties for non-compliance enforced from October 1, 2024.
- Year-End Tax Deadlines: As the financial year concludes on December 31, 2024, the ZRA has reminded taxpayers to settle all outstanding tax returns and payments. Documents such as Tax Clearance Certificates (TCC), Trading Licences, and Permits expiring on December 31 will become invalid on January 1, 2025. Notably, from 2025, applications for or renewals of trading licenses or permits will require a valid TCC, certifying the absence of tax debt.
- Energy Sector Reforms
- Electricity (Open Access) Regulations, 2024: Enacted on July 19, 2024, these regulations promote non-discriminatory access to Zambia’s electricity transmission and distribution networks. The open access regime is designed to foster competition, attract investment, and enhance efficiency within the energy sector.
- 2024 Energy Regulation Statutory Instrument (SI): Approved in December 2024, this SI aims to transform Zambia’s energy market by allowing increased private sector participation in electricity generation and distribution.
